CHRISTIAN BASKETBALL
ASSOCIATION 2010 BYLAWS
Purpose:
To provide for the whole person through Christian recreation and
fellowship. Everyone should conduct themselves with behavior conducive
to Christian principles. The CBA Executive Board (consisting of
representatives from Ebenezer Presbyterian, Oakland Presbyterian,
St. John's Methodist, Tirzah ARP, Woodhaven Baptist, and Woodland
Methodist churches) is the governing board of the league.
COACHES ARE RESPONSIBLE FOR ASSURING THAT PLAYERS MEET ALL ELIGIBILITY

RE-DESIGNATION OF THE TEAM TO NON-CONFORMING. COACHES ARE ALSO
RESPONSIBLE FOR THE CONDUCT AND SPORTSMANSHIP OF ALL PLAYERS, PARENTS,
AND MEMBERS OF THE COACHING STAFF.
Divisions
*1. The league shall consist of four (4) divisions:

BIDDY:
boys and girls combined, (3 groups: ages 7 & under, ages 8
& 9, and combined)

MITE:
age l2 and under; both a boy's and a girl's division
-
JUNIOR:
age 15 and under; both a boys and a girls division
-
SENIOR: age 18 and
under and still in high school; both a boys and a girls division;
EXCEPTION: student that graduates in December is eligible.
September 1 is the
cutoff date for determining divisions. For example: If a player's 13th
birthday is after September 1; they would play in the Mite Division. If
the player's 13th birthday is on or before September 1, they must play
in the Junior division. Teams that are found with such players will be
considered a non-conforming team. See non-conforming team bylaw #32.
*2. A Player may "play up" in an older division, but may only play in
one division. Teams that are found with such players will be considered
a non-conforming team. See non-conforming team bylaw #32.
*3. If a player is a member of a church that fields a team (CBA
League), the player is not eligible to play on another church's team.
Teams that are found with such a player/s will be considered a
non-conforming team. See non-conforming team bylaw #32.
*4. If a player's name appears on a school or church school team's
roster for one game, the player is not eligible to play in the CBA that
season. Teams that are found with such a player/s will be considered a
non-conforming team. See non-conforming team bylaw #32.
*5. Each team may
have two (2) outsiders. A player is considered a "member' if the player
or parents are members of the church or the player is indicated on the
church/Sunday School roll as regularly attending throughout the year.
All others are considered outsiders. Teams that are found with such a
player/s will be considered a non-conforming team. See non-conforming
team bylaw #32.
*6. Each team
submits a player roster to the scorer's table at the first game.
If the roster is not turned in at the first game, the game will be
recorded as a forfeit. The player roster must be signed by the
coach(es) and the church representative. After this time, no new
players may be added to a team's roster. It is the responsibility
of each coach to verify all information and submit the roster to the
scorer's table.
*7. Teams within a
division will play a schedule of seven (7) games in a seven-week
period. The eighth week will be available for make up games due to
inclement weather. If the eighth week is not used for makeup
games, the tournament will begin that week. If the eighth week is
used then the ninth week will begin the tournament. If more than
one week of the season is altered due to inclement weather, those weeks
will not be made up. (The schedule will only provide for one week
of inclement weather make ups). Teams will be seeded for a single
elimination tournament to determine the division champion.
Seeding will be based upon: (1) win/loss record, (2) head to
head, (3) coin toss. If more than two teams have identical
records, seeding will be determined by coin toss. Brackets will
be determined based on the number of teams entered into each
division. Length of playoffs is determined by the number of teams
in each division. Biddy division will play a schedule of eight
(8) games in a eight-week period.
*8. Trophies will
be awarded to the following in the Mite, Junior, and Senior division:

UNIFORMS
*9. All players must have similar jerseys by the first week. No
player will play without a jersey. It is recommended that numbers
be on the front and back of their jerseys. Front numbers shall be
a minimum of 4 inches and the rear numbers must be a minimum of 6
inches tall. NOTE: A player will not be allowed to wear an
altered jersey (i.e. torn sleeves, etc.) IT IS THE RESPONSIBILITY OF
THE COACH TO MAKE SURE THAT ALL PARTICIPANTS ARE DRESSED APPROPRIATELY.
*10. Jewelry
is not permissible. Necklaces, bracelets, earrings, rings,
etc. Even when they are taped, they are not permissible.
EXCEPTION: Medical alert jewelry providing it is taped to body.
*11. Hard,
unyielding braces or casts are not allowed on any part of the elbow to
the fingers even if covered and/or padded.
GAMES

*13. Game days,
times, location, and ball sizes will be indicated below:
Biddy Division
Friday nights
If three games are scheduled for the gym, times will be 7:00, 7:45
& 8:30 P.M.
If five games are scheduled for the gym, times will be 5:30, 6:15,
7:00, 7:45 & 8:30 P.M. Teams will rotate among the gyms at Tirzah
ARP, Oakland Presbyterian, Woodland Methodist, St. Johns
Methodist, and Ebenezer ARP.
Ball Size: Intermediate
Goal Height: 8 1/2 feet for 7 & under and combined; 10 feet
for 8/9 league.
Please note: Game times may be changed and scheduled 45 minutes
apart due to # of entrants.
Mite Boys and
Girls, Junior Girls, and Senior Girls
Saturday mornings and afternoons
Games to be scheduled beginning at 9:00 A.M. and every hour thereafter.
Teams will rotate equally among the gyms at Oakland Presbyterian,
Tirzah ARP, St. John's Methodist, and Woodland Methodist.
Ball Size Mite Girls: Intermediate
Ball Size Mite Boys: Full Size
Ball Size Junior Girls: Intermediate
Ball Size Senior Girls: Intermediate
Junior Boys and
Senior Boys
Saturday mornings and afternoons
Games to be scheduled beginning at 9:00 and every hour thereafter.
Teams will rotate equally between the gyms at Ebenezer ARP, Woodhaven
Baptist., and Tirzah ARP.
Ball Size Junior Boys: Full Size
Ball Size Senior Boys: Full Size
*14. Individual
teams are responsible for practice and warm-up balls before the games.
*15. Defensive
play for each division is as follows:
Biddy: must play zone defense behind the top of the key, three-point
line or other making the individual gym has near these boundaries.
Mite: half court defense during quarters 1, 2, & 3. The defense
cannot pick up the offensive team until it crosses half court.
Full court defense is allowed during 4th quarter.
Junior and Seniors: full court defense is allowed the entire game.
TEAMS LEADING BY 10 OR MORE POINTS MUST PLAY A ZONE DEFENSE. (MITE
GIRLS, MITE BOYS, JUNIOR GIRLS, SENIOR GIRLS)
TEAMS LEADING BY 15 OR MORE POINTS MUST PLAY A ZONE DEFENSE. (JUNIOR
BOYS AND SENIOR BOYS)
In Biddy games, the scoreboard will be cleared at the end of each
quarter. No winner will be declared. The focus of the Biddy division is
that of a learning experience.
*16. Games are to
be scheduled one hour apart. Teams are allowed at least a five-minute
warm-up period prior to beginning a game. Games will not be started
prior to the scheduled time unless both coaches agree to proceed.
*17. Teams may
start a game with 4 players. A team may finish a game with five (5) or
fewer players if due to fouls or injury.
Playing Time and
General Rules
*18. Playing time for all divisions (including Biddy) is a 5 minute
quarter with a regular clock
Senior & Junior Boys Division: Playing time will be (4) six-minute
quarters with a regular clock. Half time will be shortened to 3 minutes.
*19. There will be
a one minute break after the 1st and 3rd quarters.
*20. Half time
will be five minutes (three minutes for Senior & Junior boys
division) for regular season and playoff games.
*21. There will be
three (3) time-outs allowed per team per game. Time outs will be 30
seconds each. An additional time out will be awarded for each overtime
period.
*22. Each game
will begin with a jump ball. On subsequent jump balls, teams will
alternation possession out of bounds beginning with the team that did
not control the tip off. Possession will carry over to the second half.
Overtime periods will begin with another jump ball at center court.
*23. Fouls will be
handled as follows:
§ 5 personal fouls to any one player - the player is disqualified
§ 7 team fouls in any one half - the one and one rule applies
§ 10 team fouls in any one half - automatic two (2) shot rule
applies
NOTE: A technical foul on a player is a personal foul and counts toward
team total.
*24. Overtime
periods will be two (2) minutes. There will be a limit of two (2)
overtime periods. If the game is still tied at the end of the second
overtime, each team will designate five (5) players to shoot one free
throw each. The team making the most free throws will be declared the
winner. The rotation of shots will alternate after each shot. The home
team has the option to begin or end the rotation.
*25. Teams will
meet at half court for prayer before the game. The home team is
responsible for delivering the prayer. Following the game the
visiting team will be responsible for delivering an end of game prayer.
*26. An adult
coach must be on the bench at all times. Coaches will be restricted to
a coaching box.
*27. Due to court
limitations, there are no three (3) point shots in the Mite Girls,
Boys, Junior Girls & Senior Girls divisions. All field goals will
be counted as two points.
FEES
*28. Entry will be as follows:
$110.00 per Biddy team
$230.00 per Mite, Junior, or Senior team entered.
Entry fees are due NO LATER THAN December 12, 2009 if you wish to be
scheduled to play.
REFEREES
*29. Referees will
be provided as follows:
BIDDY DIVISION
2 referees to be scheduled by the church gym
The referees do not have to be certified but should be required to know
the basic rules of the game and league.
Referees are encouraged to call appropriate fouls to promote a learning
of the game with some exception given for age and ability.
Referees are also encouraged to use a phased approach to calling fouls.
The use of the whistle, a stop of the game, and an appropriate warning
may be more proper than an actual foul called early in the year.
The main idea is to let both teams and the spectators present know how
the game will be called prior to the tip off.
Mite Junior,
Senior Divisions
§ Referees will be provided by the CBA.
§ 1 referee will be certified to at least the high school level
(if available).
§ The second referee may or may not be certified.
Note: Referees are directed to call the game per the rules. It does not
help the game to allow play outside the rules. Within this, coaches and
players are reminded that officiating is not an exact science - there
is room for opinion, there is room for judgment, and there is room for
error, as Christian Coaches and players we must set the correct
example for our league to succeed.
Goal Height
*29. The biddy goal shall be 8'6' high with the out of bounds line
marked approximately 3 feet behind the backboard. Biddy 8&9
and all other divisions shall use a ten-foot goal.
Technical Fouls
*30. The following
guidelines apply to technical fouls assessed against a player or coach:
Fighting will not be tolerated. Team or teams engaged in a fight will
be subject to removal from the league. Taunting an opponent is
considered to be an act of aggression & will be treated in the same
manner as fighting. Teams that are not expelled will be placed on
probation. Teams removed from the league will forfeit all league entry
fees.
An individual who receives two (2) technical for unsportsmanlike
conduct or two (2) technical fouls in one (1) game will be removed from
the game and suspended from playing the next game. However,
individuals/coaches/players can be ejected from the game following one
technical based on severity. Coaches will receive 1 indirect technical
foul for each technical foul (unsportsmanlike) a player receives.
Coaches with three (3) indirect technical fouls will be removed from
the game and suspended for the next three games.
An individual who receives three (3) technical fouls for
unsportsmanlike conduct in a season will be suspended for the remainder
of the season, including playoffs..
Coaches are responsible for monitoring the status of each player. If an
individual is ineligible and participates in a game, the team will
forfeit the game.
Combining Teams
*31. When
combining teams the following rules apply:
§ The combined team will be composed of no more that two
churches. Combined teams will be allowed the same number of
outsiders as non-combined teams.
Teams will only be allowed to combine when it is impossible for a
church field a team on its own and the CBA Board believes that a merger
of two churches (rather than using the outsider rule to farm the
players out separately) is the best course of action.
The combined team must be properly identified prior to the season
beginning and receive CBA approval.
The combined team has the same rights as any other team in the CBA.
NOTE: When it is impossible for a church to field a team, even
through merger, the league reserves the right to have an open
team. The league has the same rights as any other team in the CBA.
Non-Conforming
Teams
*32. Non-conforming teams are any team that do not meet bylaws 1
through 5. Non-conforming teams play a normal regular season schedule
and the first round of the playoffs only. All wins and losses will
count.
Forfeit of Games
*33. A team which forfeits three (3) games, will be considered removed
from the league for the balance of the season. The league will attempt
to reschedule other games where possible to fill voids created by this
situation. There will be no refund of fees paid.
*34. Fighting will
not be tolerated. Team or teams engaged in a fight will be subject to
removal from the league. Taunting an opponent is considered to be an
act of aggression & will be treated in the same manner as fighting.
Teams that are not expelled will be placed on probation. Teams removed
from the league will forfeit all league entry fees.
CBA Executive Board
CBA game officials have the authority to decide on anything that
happens outside stated bylaws. CBA adheres to SC high school league
rules, exceptions are listed in our bylaws. CBA board have the
authority to address, change & implement bylaws at anytime.
